In 1984, Jon Mejia saw a need to help local businesses who began encountering a new wave of zoning laws that were added to existing state alcohol licensing requirements. Initially, as a founding partner in Permit Purveyors in Century City, California, Jon filed some of the first alcoholic beverage conditional use permits in Los Angeles. Soon thereafter, he opened his own firm, California Licenses & Permits, and branched out into offering liquor license brokering and alcoholic beverage control application processing services. In 1996, Jon co-founded the American Liquor License Exchange (Amlex), in response the growing needs of national clients.
